An Assessment System For the State of California
CAASPP and the ELPAC are systems of assessment designed to support educators, administrators, and students by promoting high-quality teaching and learning. The California Assessment System includes the California Assessment of Student Performance and Progress (CAASPP) and the English Language Proficiency Assessments for California (ELPAC).

Our Solution
In partnership with the California Department of Education (CDE), Electronic Testing Services (ETS) hired Black Flag to conduct in-depth research to uncover the team’s greatest challenge; To determine if the CAASPP and ELPAC websites, build and managed separately, should remain as separate entities or combined into a single website. There was an immense amount of hesitation give the complexities of the data and the audiences each website served. After highly intense user interviews, focus groups, and first click prototype testing and observations, Black Flag presented our findings, shared our rationale, and revealed that both sites would greatly benefit from being combined as a single entity.
The new site exceeded every goal we set, improving usability and organization while earning overwhelmingly positive feedback from educators across California. Black Flag Creative made the entire process smooth, strategic, and genuinely enjoyable from start to finish.
